State numbering.
The boat
registration number prefix for Oregon is "OR". Although
registration numbers are assigned to all registered boats, they
should not be displayed if the boat is documented with the Coast
Guard.
Title certificate.
Titles are
issued on registered boats. Coast Guard documented vessels are
exempt from titling.
Registration certificate.
Registration
is required for all motorized boats and sailboats over 11' in
length. Cost Guard documented boats are subject to registration.
Registration certificates must be renewed every 2 years.
Sales &
use tax.
Sales and
property taxes do not apply to boats.
Loan perfection.
Security
interests are perfected on the title if the boat is state titled
and non-documented. A UCC financing statement must be filed if
the boat is non-titled and non-documented. It will be necessary
to record a preferred vessel mortgage on the vessel's abstract
of title if it is documented with the Coast Guard.

Boat record search.
The State
Marine Board will verify hull numbers and certificates in hand
by telephone. Detailed reports must be obtained from a public
record service.
Ownership designations.
There are no
designations for ownership in this state except that co-owners
may designate "Right of Survivorship" on the application.
Residency requirements.
Non-residents
may acquire boat titles and registrations if the boat is located
within the state.
Hull number inspection.
Inspection is
required when there is a discrepancy or inconsistency in the
hull number.
Reporting requirements.
Transfers of
ownership, abandonments, destructions, and thefts must be
reported within 30 days.
Outboard motors.
Titling and
registration do not apply to outboard motors.
Boat trailers.
Titling and
registration apply to boat trailers. Residency is required for
trailer and vehicle registration and titling purposes.
Notary
public.
Notary
commissions are for 4 years, bonding is not required, and all
notarization must be sealed with a black inked stamp.
Visitation period.
60 days.
